Update V2 of lumi summary rawbank to use correct counter sizes

Shu Xian requested to merge sxian_decodeLumiSummary_headersOnly into master
  • Use more compact counter sizes based on the MC samples.
  • Remove non-used enum items
  • More descriptive counter names

Needed by Allen!950 (merged), but to be tested standalone.
