Add forced sorting to indexed VP, FT and UT hit cluster containers

This MR adds the ability to force a sorting of the cluster containers, helpful in case in reality we run into ordering issues in data. It works for the FT clusters, VPMicroClusters, and UTHitClusters.

Goes with Rec!3962 (merged) and Moore!3556 (merged)
