Update UTDet and UT::ChannelID in sim10-patches to use new front end conditions

This is needed for Sim10 to be able to process simcond tags once

This MR requires the following testing:

• it works with older tags, i.e. qmtest for 2024 are identical in Gauss
• it works with newer tags, e.g. test it and see PR distributions with preview of lhcb-conddb/SIMCOND!253 (merged) and lhcb-conddb/DDDB!138 (merged)

Note DDDB and SIMCOND changes need to be tested with both Sim10 and Sim11 Gauss and Boole Detector/LHCb Conditions changes need to be tested with Sim11 Gauss and Boole
