More paranoid error checking during reading/parsing of ParticlePropertiesFile

inspired by, but orthogonal to DaVinci#266: improve error checking during the reading and parsing of the ParticleProperties file by the PartPropSvc (i.e. this doesn't fix the underlying cause of not specifying the relevant tags, but may help in realizing what is going wrong - also in different circumstances)
