Added VPClusterEffSimDQ to make LHCbPR histograms

Added VPClusterEffSimDQ to VPCheckers to provide VP simulation checking histograms (adapted from VeloClusterEfficiency in Rec) Note this needs the change Boole!439 (merged) in Boole to activate the code in the default VPMoniSeq.
