Apply plot normalisation configuration

Propagates the normalise configuration key to the plots requests made by the web GUI. Closes #7 (closed).

This builds off !3 (merged), so includes so the diff in this MR currently includes some irrelevant commits while the merge is pending review. Here's a more relevant comparison: update-dependencies...plot-normalisation-web-gui.
