Added Allen SelReports writer to allen control flow. Added a test of same.

Added the Allen SelReports to the allen_control_flow of Moore.config.

Added a new qmtest: Hlt1Conf.persistency.mdf_compare_dec_sel_allen which runs on the Hlt1Conf.persistency.allen_mdf_write MDF output. For each DecReport, it looks for a corresponding SelReport. The test fails if no SelReport is found for a positive decision or if a SelReport is found for a negative decison.
