Replaces !1520 (merged), which has been reverted.

Added a script to run PrDebugMatchToolNN. This tool produces an ntuple to be used for MVA training. The call to the tool is commented out in the PrMatchNN to avoid unnecessary tool check during data taking.

To go with Rec!2898 (merged) and LHCb!3577 (merged)
