Default monitoring histograms for Hlt2 lines

Depends on gaudi/Gaudi!1353 (merged)
Histograms of pt, eta, mass, vertex chi2 and IPchi2 w.r.t. best PV are added by default to Hlt2 lines.
Throughput is expected to decrease at the order of 5%.
