Add tests for Allen muon hits decoding

Add two qmtests:

  • comparison of the muon hits decoded by Rec and by Allen
  • test of the muon tables dumped in Allen

Goes with Allen!895 (merged), LHCb!3707 (merged), Detector!262 (merged), MooreOnline!140 (merged)
