Use sequence with no lepton ID in the allen SV TOS test

Thomas Boettcher requested to merge thboettc_new_allen_svs into master

Changes the Allen secondary vertex TOS filter test to only use only lines that select secondary vertices without lepton ID requirements. As a result the test will pass when the Allen secondary vertex container is separated by lepton ID.
