Separate dihadron and dilepton SV fits

This MR increases the configurability of the SV track filters and creates separate SV containers for dihadrons (i.e. no lepton ID requirement) and dileptons.

This MR also changes the max track chi2/ndof for both leptons and non-leptons to 10, increasing the rate of dihadron lines and decreasing the rate of dimuon lines.

Resolves #429 (closed)

Should be tested with Moore!2425 (merged)
