[Charm][OBSOLETE] Fix monitoring issues for charm HLT2 lines

Fix monitoring issues for charm HLT2 lines, include:

  • Remove default monitoring for unobserved doubly charmed baryons.
  • Add monitoring for intermediate states from doubly charmed baryon decays.

Local test shows that the removal and addition work as expected.

Incorporated in !3300 (merged).
