[RTA/DPA BW Tests] 'Aggressive' Sprucing compression settings in BWTests

Addressing lhcb-datapkg/PRConfig#19, requires LHCb!4661 by adding compression of:

CompressionSettings(
    algorithm=CompressionAlgs.LZMA, level=4)

Also tangentially related to lhcb-datapkg/PRConfig!446 and can/should be tested together

Results

Locally

I see some percent level movements in the sizes from local testing, but very insignificant. Interested to see it in the large-sample test when these compressions can really get working 🙂.

ToDo:

• Test locally
• Test via ci-test : !3795 (comment 8389255)
• Confirm with Sprucing Team the compression settings being used : lhcb-datapkg/PRConfig#19 (comment 8389289)
• Review from Ross i.e. BWTests
• Sign off by DPA that the sprucing change is understood
  • Opened #839 to investigate further
• LHCb!4661 needs expert sign off
