refactoring PrimaryVertexChecker

Goals:

• refactoring PrimaryVertexChecker to be functional,
• output significantly changed, will require update of references,
• adding all necessary options in Moore etc
• updated to the changes in to Rec Rec!1896 (merged)
• python script for efficiency plotting, global resolution and pulls
• adding pulls and resolution as the function of variables
