[RTADPA BW Tests] Handle streams_attributes_file within the BW Tests

The changes proposed in !4195 (merged) are good but do require some minor changes to handle the naming of streams_attributes_file more in line with the BW Tests (i.e., don't put the file locally, instead place it in ${BASEDIR}/MDF/).

Related to lhcb-datapkg/PRConfig!499 (closed), but doesn't require that to be merged. See: lhcb-datapkg/PRConfig!499 (comment 8911154)
