[RTADPA BW Tests] Partially revive Hlt1 bandwidth test (and revive qmtest)

Goes with lhcb-datapkg/PRConfig!457 (merged), and should go after !4195 (merged)

Aim

Some time ago (🤷) the BWTests were taken down by central changes. Priority was placed in getting PR/Moore_hlt2_and_spruce_bandwidth and PR/Moore_hlt2_and_spruce_bandwidth_SMOG2 up and running again, but that unfortunately left PR/AllenInMoore_hlt1_bandwidth and PR/Moore_spruce_latest_bandwidth dead.

This fixes the problem and revives those too.

Changes

Goes after !4195 (merged) and it's changes, just to prevent conflicts on more urgent/impactful work.

ToDo

• Test locally (small sample size, pages build and rates/bws look relatively sane).
  • PR/Moore_spruce_latest_bandwidth with hlt2-output-locally works as expected
  • PR/Moore_spruce_latest_bandwidth with hlt2-output-on-eos fails in a specific way, however this is also expected right now
    • Check again once !4195 (merged) is merged and a new hlt2 test uploads the relevant streams_attributes_file correctly.
  • PR/AllenInMoore_hlt1_bandwidth works as expected
• Review from BW Tests (@/rjhunter) once finished testing
• Merge with lhcb-datapkg/PRConfig!499 (closed)
