Rd devel rare tau

This MR combines the changes to the rare tau decays performed in multileptons and radiative MR.

General refactoring of code, with helper maker in builder module and customized named functions for each different set of cuts.

• Lines added: TauToMuMuMu_3Mu_SS and TauToMuGamma_MVA

multileptons:

• tuning of cuts on HLT2_DsToPhiPi_PhiToMuMu and Hlt2_TauToMuMuMu still ongoing ( going from PIDMU>0 to PIDMU>2 reduces rate by x3.5; 2mu_sample: 45Hz, 3mu_sample: 2Hz)
• changes for the builder HLT2_DsToPhiPi_PhiToMuMu: used 3bodyBuilder as TauToMuMuMu (since it is its control channel we would like to align them as much as possible) changed also the decay descriptor removing the explicit phi(1020) (change line name to DsToMuMuPi ?)
• new Hlt2_TauToMuMuMu_3mu_SS to study combinatorial background (with three tracks with IsMuon flag)
• removed prescale from TauToMuMuE and TauToPMuMu

radiative:

changes to Hlt2RD_TauToMuGamma_EE and Hlt2RD_TauToMuGamma_EE_MVA

• Improve the selection
• retrain the MVA
