IFT HLT2&Sprucing developments for 2025

This MR includes several changes to IFT Turbo and Sprucing lines. Some of those changes are summarised in previous MR, one mostly aiming to reduce sprucing bandwidth (!4602 (merged)) and another including new ks lines (!4624 (merged))
Summary of changes:
- Turbo lines in
hlt2_ift_femtoscopy.py: switch off persistreco and persist Long, VELO, upstream tracks and LongProtos- This is not working currently (tested on 27/03), giving the same error as reported in this thread
- Switch off persistReco in all SMOG2 Turbo lines (except in CEP lines).
- Tighen HLT2 muon PID cuts
- Persistency changes in sprucing mostly to save bandwidth: !4602 (merged)
- Add smog2 charm lines to study hadronic interaction: !4660 (merged)
- Add charm lines to study high multiplicity events: !4658 (merged)
- Add DIRA cut to Omega_c and Xi_c{+,0} turbo lines
- Tighten lifetime cut for D+_c (full line), add lifetime cut for Omega_c and Xi_c turbo lines
