Add ECAL reconstruction efficiency test

Add test to check the ECAL reconstruction efficiency based on the CaloClusterEfficiency algorithm introduced in Lbcom!482 (merged)

The current configuration runs the test on the output of CellularAutomaton (raw clusters) since it relies on the functionality of CaloClusters v2 for MCMatching.

Needs Lbcom!482 (merged) and LHCb!2605 (merged)
