Calculate TOS efficiencies for Allen in HltEfficiencyChecker

Configure HltEfficiencyChecker to add MCTupleToolTOSHLT1 to the control flow + dependencies that have recently become available after SelReports were added to Allen. Many thanks to @raaij @thboettc for outlining how to do this.

Also fix the default FT decoding version to be the same (4) if using the "wizard" or "by-hand". If unspecified, you got v6 in the yaml and v4 when writing your options file by hand.

TODO:

• Understand why MCTupleToolTOSHLT1 is occasionally finding empty vertex-like HltObjectSummary objects in the SelReports when it appears to be running single track lines. Fixed by @thboettc in Allen!681 (merged)

Requires Allen!673 (merged), Allen!681 (merged) and Moore!1048 (merged), and required if we want to show TOS efficiencies for Allen in the detector construction paper.
