Update scifi options to latest version

Changed to FTLiteClusterMonitor and FTLiteClusterTAEMonitor for the SciFi online monitoring.

For global running, routing bit filters on physics and lumi are added.

This MR requires Rec!3524 (merged) for the changes to the monitoring algorithms.
