Draft: Add simplified SciFi LiteCluster Online Monitoring

This MR adds a new, simplified SciFi cluster monitor (FTLiteClusterMonitor), only designed to be used in the online monitoring. The current monitoring includes to many plots and options that are not used for the online monitoring, making it difficult to maintain.

The current monitoring will still be available as an offline analysis tool, and is also further simplified in the MR !3497 (merged).

The ideas for this new setup are summarized in these slides.
