New paramKalman extrapolation through the magnet

This implements a new parametrization for the extrapolation through the magnet. In addition, some other hard coded numbers are replaced by parameters and some small changes to other parametrizations were applied. Before merging, the new parameters for FT6x2 have to be released, see lhcb-datapkg/ParamFiles!15 (merged).
