Add DataHandles to algorithms which add information to ProtoParticles. Additionally interfaces are made const if possible and therefore many internal variables are removed.

The MR is a first step to get a fully Functional ProtoParticle sequence.

Needs LHCb!2422 (merged).

Needs Alignment!118 (merged).

Reference updates in Brunel!985 (merged).

Replaces also !1775 (closed).
