UT TELL40 decoder v1r1
The implementation of the new UTDecoder is added in Pr/PrAlgorithms/src/PrStoreUTHit.cpp. The codes are also ready for the backward compatibility.
Must be applied in conjunction with LHCb!2631 (merged) Running based on the sample digitized using Boole!317 (merged)
