Change ChargedProtoANNPId filling to not require changing existing TES content

Continuation of !2227 (merged):

Change the ChargedProtoANNPIDAlg from an algorithm to ChargedProtoParticleAddANNPIDInfo, a tool, in order to avoid modifying protoparticles present on the TES

Must be applied in conjunction with Moore!647 (merged), Phys!822 (merged), Brunel!1094 (merged)
