Fix stripID order in DeUTSector and DeUTSensor

The code Pr/PrAlgorithms/src/PrStoreUTHit.cpp is modified as (1) implementing the updates in DeUTSector in the decoder.

Issue 174 is solved (closes #174 (closed))
