Velo cluster monitoring and performance checks
This MR aims at adding a new algorithm (VPClusterEfficiency) for Velo monitoring and cluster performance checks.
The algorithm is currently placed under Pr/PrMCTools, it may be useful to move it to a better place.
This MR follows the discussion at the 21/01/2021 RTA WP4/5 meeting.
