Update of neutral PID tools

Update of photon identification algorithms for Run 3: FutureNeutralIDTool (IsNotH) and FutureGammaPi0SeparationTool (IsPhoton). Correspondent modifications of CaloFutureHypoEstimator implemented as well. This also requires the merge requests LHCb!3166 (merged) and Moore!942 (merged).
