v3::Tracks compatible extrapolators

Aims to address #203

Extract dummy SOACollection of states from v3::Tracks and extrapolate the entire collection to specific z-position.

Tested with BestLong tracks out from track fit, converted to v3::Tracks. So far includes a draft extrapolator tester algorithm.
