add SeedMuonBuilder to create SeedMuon probe tracks

The SeedMuonBuilder matches MuonTracks with SciFiTracks and fits them, including an extrapolation to a Long track within the fit, to create SeedMuon tracks used as probe tracks for track reconstruction efficiency studies. Some changes are made to the VeloMuonBuilder that are parallel to those in the SeedMuonBuilder. cc @peilian
