With DD4hep we cannot use the MagneticFieldSvc to access the magnetic field grid. The new way to access it is via a condition, which is backward compatible (thanks to LHCb!3107 (merged)).

This MR modified the tack extrapolators to use the condition instead of the MagneticFieldSvc.

Requires LHCb!3530 (merged) LHCb!3541 (merged) LHCb!3542 (merged) LHCb!3543 (merged).
