InMuon ThOr functor
Draft of InMuon functor for ThOr. (Originally aimed to port HasMuon as well, but HasMuon doesn't make much sense for Run 3, details at #233 (comment 5935317))
This version is based on LoKi implementation (https://gitlab.cern.ch/lhcb/Rec/-/blob/master/Phys/LoKiPhys/src/Particles12.cpp) and follows already existing IsMuon ThOr functor(https://gitlab.cern.ch/lhcb/Rec/-/blob/master/Phys/FunctorCore/include/Functors/TrackLike.h#L197)
