Add spectrum flag to cell histos

Nuria Valls Canudas requested to merge nuvallsc_TAEspectrum into master

Add a flag set to False by default so that cell by cell histograms for Time Alignment ar eonly generated if necessary. This parameter can be set directly from the configuration in the monitoring stack.

This MR should close issue #374 (closed)

This MR is ready for testing together with Moore!1680 (merged)
