HNL new lines valukash RD (updated)

This is a copy of the MR, which was closed because the __init__.py file was commited.

This is a set of the new lines for the B+/B+_c->eN(->mupi) and B+/B+_c->muN(->epi), where N is a heavy neturino. Lines are meant to go to the dst and one of the lines StrippingBeauty2MajoMuDD does not pass the rate at the moment (this is WIP).

The rates and timings on 100000 events for v0.2 :
