CharmWG - Fix for the `StrippingDstarD02ETau` after local MC production and check of validation datasets

There has been a major set of changes with respect to !1786 (merged) . Most of the changes are related to the use of looser cuts to select the final state particles and some tuned cuts for the specific kinematic of the decay of interest. Additionally, this line is expected to go on full DST, not on MDST. This issue should be fixed by the use of stream CharmCompleteEvent.

On the following I report the rates as obtained locally from the StrippingReport. All rates are computed running over 100K events. All rates are compatible within 1sigma or lower than the limit of 0.05% needed for DSTs.
