Add alias for `flake8` limiting the number of parallel processes in unit
tests to investigate timeouts in nightly builds (ATLINFR-3046).

To investigate the frequent flake8 timeouts seen during nightly builds, limit the number of parallel flake8 processes to one.

On advice of @nkoehler as the expert that this package is no longer to
be used for AnalysisBase.

Mostly so that I have all packages that compile in master compile, but
also so that I have a list of packages that still needs to be
updated/migrated.

In order to be able to find Qt5 "early enough" it's not possible
anymore to wait for AthenaExternals with setting up the LCG release,
as it used to happen so far...

This was not showing up as an error in my tests, but it's still
a good idea to do this cleanup.

With LCG_97+ it is no longer necessary, as a given LCG release
will only have a single version of everything.

At the same time cleaned up the configuration of AthGeneration
a little bit.

In order to fix the behaviour of FindCLHEP.cmake for LCG_97+.

Temporarily disable Rivet_i in AthGeneration and Athena until
we have version 3.1.0 in LCG_97_ATLAS_2.

Switch projects to:
- LCG_97
- tdaq-09-00-00
- tdaq-common-04-00-00

This is necessary to be able to build packages (like VP1Algs) that
only indirectly depend on Qt5.

Since the variable is no longer set by the individual packages.

Since that package is now needed by the unit tests of xAODRootAccess.
