This reverts commit 2904e609.

`IJobOptionsSvc` is deprecated and this code is not used anywhere.

Delete unused AddVarAlg+Tool, ParticleCombinerAlg+Tool,
ParticleSortingAlg+Tool. These depend on the deprecated `IJobOptionsSvc`
interface. If these algorithms turn out to be useful they can be
resurrected and migrated.

Also delete unused `MergeContainers.py` and cleanup cmake configuration.

	* Silenced Coverity warnings #28765, #28758, #28757
	* Set some ignore flags on the package to make the "svn status"
	  printout a little more user friendly.
	* Tagging as EventUtils-00-00-12
