As suggested from merge request, unnessacary commented out lines are
removed to clean up the code.

BeamEffectsAlgConfig.py is new component accumulator syntax form of
BeamEffectsConfig.py. This will ultimately have the same function: To
do: add the tools and functionality.

The CmakeLists.txt file has been updated so that the .py file is tested
when athena is built.
