Package is obsolete (see ATR-19150).

The build of these packages in master was already disabled about a month ago via
commit 3a9a625f. Now remove the code entirely from master.

This required changing to newer versions of tdaq and tdaq-common, and
a newer version of HEPUtils as well.

Remove SiPropertiesSvc from InDetDetDescrExample and AthSimulation, and run SiPropertiesSvc/testSCTProperties.py (ATLASRECTS-4832)

Disable all HLT packages until the update to the new tdaq release has
been done.

dqm-common as been merged into tdaq-common as of 03-00-00.

Updates externals to:
- tdaq-common-03-00-00
- tdaq-08-01-02
- LCG_94a

The dqm-common project no longer exists and its version has been set to
00-00-00. Eventually, we can remove the related variables.

This was apparently not in my earlier version of the file when I edited
it ?? Or I removed it by accident, so adding it back in here.

We want to leave the code in the release for the time being, but it is
now mostly obsolete and rather out of date so we do not want it being built.

These changes hopefully remove references to it wherever it is called from
the overall monitoring, and the jet monitoring etc.

I forgot about some code here as well. At the same time updated the project to use LCG_94.

Just like in the Athena project, I also forgot to update some non-essential code pieces
in the AthSimulation project.

It turns out that there were a number of other places where I forgot to update the
names of the variables to <FOO>_LCGROOT and <BAR>_ATROOT. At the same time tweaked
the "quietness" of the CMake code a bit as well.

After the update in the naming convention for the variables specifying where to
pick up tdaq releases from, I forgot to update the PostConfig.cmake files generated
by the releases to use this same convention. This is fixing that.

Since these didn't need any additional care, they could just be updated by
modifying their externals.txt files.

Just like for Athena, this meant updating all <FOO>_ROOT settings to
use <FOO>_LCGROOT instead.

So that it would be in sync with the implementation of the files in the
directory.

This required updating all <FOO>_ROOT variable definitions to the new naming
scheme(s) used by AtlasCMake and AtlasLCG.

Temporary work-around to explicitly find graphviz in case the doc target
is enabled. This ensures that graphviz gets added to LD_LIBRARY_PATH,
which is required for running it. Once the FindGraphviz module is fixed
in atlasexternals we can remove this again.

Add a doxygen configuration file such that building the `doc` target
will create the doxygen pages of all locally selected packages as
explained in atlas/atlasexternals!345 and ATLINFR-1843.

Now that that argument exists for the other projects as well.

The latest version of atlasexternals now defaults to using LCG_94a. But until
the tdaq releases are built against 94a, Athena needs to stay with 94.

This is to allow us passing multiple extra arguments to CMake through the build
scripts. The formalism is that the -x argument of all build scripts can be
specified multiple times. Resulting in each value passed to -x being taken
into account.

At the same time removed the git version checking from the build scripts,
as it was not needed for anything for a while now.

Finally, took the opportunity to do some general cleanup as well.
