Fix or remove `atlas_install_*` statements that do not reference any
files.

The 'Blue' selector for the blue version of the ATLAS logo was disabled
in the masterc version of VP1. That because we had no blue versions of
the new logo with transparent background. Thus, I created them from .ai
files (Adobe Illustrator) and saved them in all the needed sizes. Then I
re-enabled the selector and updated the code.

SealSvc does not have any useful function any more

IgnoreInputFileBoundary flag had no use and no plans for use.
MetaDataSvc::prepareOutput(stream) is a new version of prepareOutput()
that should work for parallel streams (metadata tools need to be adapted
still)

StatusCodeSvc is deprecated. Remove the corresponding RecFlag and all
