[#4] Reevalute Archiving

Closes #4 (closed)

Archive service now supports a display_name on top of archive name.

For notifications archiving:

• archive name is now channel.id
• archive display_name is passed a creation and at each job run an update is done if needed.

Now skips targeted notifications from archiving.
