Add dependencies for SCONE and scouting-hardware-tools

(This MR should be merged after !24 (merged), otherwise the dependency on SCONE is not very useful. It also contains all the changes from that MR for that reason.)

With this change we make the RPM depend on scouting-hardware-tools and SCONE. We also add a directive to our service so SCONE comes up when SCDAQ is started. Together with the changes in !25 (merged) this moves us close to a place where we can set both SCDAQ and SCONE to come up automatically also at first installation.
