Revert removal of EventUtils/ParticleSortingAlg

Revert the removal of ParticleSortingAlg/Tool from !39322 (merged) (as per 2904e609 (comment 4064173)). Migrate the code to the new IOptionSvc interface. The first commit in this MR is not new code and hence should not be reviewed. Only the second commit is relevant for the review.
