MuonTGRecTools add explicit dependence on the TrackingGeometry

Hi @rlangenb,

this tool is the second one which has a dependence on the TrackingGeometry but thus far has only retrieved it locally. It might fix the remaining issues in !42105 (merged) together with !42128 (merged).
