Manually sweep changes from !47748 - Tracking: Customisation of hitLocalToLocal for polar co-ordinates
This MR mirrors the 21.9 MR !47748 (merged). Due to differences between 21.9 and master, this sweep had to be performed manually. This includes the bug fix in !48270 (merged).
