Backport integration of EvtIdModifierSvc into AthenaMtesEventLoopMgr

It would have been easier to target 24.0 in the first place but these changes are also needed in 24.0 so I'm opening a MR to backport these MRs. It only affects Athena when running with EventService or hybrid MP/MT.

I had to resolve conflicts in the Python configuration when cherry-picking the commit from !72619 (merged). So, during the sweep to merge these back into main, a duplicated config block should be removed as illustrated by this diff. Fixed by applying backport-mtes.patch after this MR is merged back into main
