Implement unit testing for RegionSelector to ensure self-contained CA config

- move all standalone tests into `test/` directory
- delete unused `testEmpty.py` file
- cleanup `future` imports

Expand minbias files wildcard. Move them ot TestDefaults.

Correct dSFMT use and implementation for PU config.

Add other digitization modules.

Add comparison test for PileUp digi

Remove the flake8 unit test as this is now handled by the build-time
check.

Initial python3 port.  Not intended to be complete yet; only that required
for basic athena/configuration jobs.

- use lazy string formatting in logging calls
- some Python3 fixes
- remove print statements

Initial test structure. Update EventStore flags to Legacy.

CSC name updates and test tweaks towards working.

Update tests to parity attempting to run on the default hits test file. Switch to returning ComponentAccumulators containing private tools rather than returning tuple.

Add comments for future progress

Convert to PrivateTools features for ComponentAccumulator. Introduce algorithm methods for non-overlay mode. Convert tests to non-overlay. Fix permissions for tests.

Tidy up whitespace and comments in _test.py files.

Configure special configuration in the MDT test.

Add special configuration file to TestDefaults. Move getSpecialConfiguration to DigitizationConfigFlags, update test.

Clean __init__ comments and remove a .merge in tests

Update Output ConfigFlags in AllConfigFlags module.
- Replace `Output.HITFileName` with `Output.HITSFileName` to match
grid output naming convention.
- Add `Output.EVNTFileName`.

Add default HITS and EVNT and ESD input files for tests to AthenaConfiguration.TestDefaults module

Allow overriding the location of test files via an optional environment
variable.  Useful for builds on systems where cvmfs is not available.
