Restoring tests written by @mstahl and @gbassi for HLT1-HLT2 decoding comparisons and updating them to run on Sim10aU1 samples

Supersedes !894 (closed) and Moore!1602 (closed)

Goes together with Moore!2152 (merged)

Depends on !1129 (merged) and !1220 (merged)
